Changes to Performance Monitoring Arrangements for Sure Start Local Programmes
The 10 Year Strategy for Childcare is the basis of the Sure Start, Extended Schools and Families programme over the coming years. It forms an essential part of the wider Every Child Matters: Change for Children programme, with its emphasis on promoting and supporting flexible local delivery of services to achieve improved outcomes for children.
We are making radical changes to our performance monitoring arrangements to reflect this new outcome-focused agenda.
Changes to Data Collection Forms on Navision: The way in which data is collected (via the Navision system) will change. The M3 form will now only be collected annually not quarterly. Programmes will therefore submit a monthly snapshot of activity that has taken place in March 2006. This will enable comparison against the March 2005 data.

Workbooks
There are two workbooks at the bottom of this page which explain how to use this system and further to these, you may find our IT FAQ's particularly useful. However, if you are still having difficulties, please contact your regional team.
Access to IT System
If you would like to request access to the monitoring system, forward your details to central IT team. However, if you require finance / finance and monitoring access, please complete the F5 form below and send it for the attention of Marion Bevis of the finance team.
Revised form F5 (Sept 2005) is the authorised signatory form for Sure Start local programmes. The form fulfils two functions - either to let us know who is an authorised signatory for a Sure Start local programme or to give or update access to the Sure Start secure website (IT system).
