Children’s centres and the General Sure Start Grant (GSSG) main capital database for local authorities
I am unable to log on to SureStart_on.
SureStart_on is a web-based database specifically designed for Early Years Extended Schools and Special Needs Group, and local authorities who are delivering children’s centres, and creating assets through GSSG main capital.
Key contacts within each local authority are able to access the system for their use. SureStart_on is not for general external use. Local authority personnel should contact their local authority admin user, in each local authority, to be set up with a username and password. If you are unsure who your LA admin user is, please email EC Harris helpdesk or call the helpline on 0844 7360429.
I am unable to complete the claim form for 2006/07 as I can’t find it on the system.
From 7 August 2006, the capital claim form has moved. The Capital Claim Forms can be accessed by going to Finance on the main tool bar and clicking on the option Capital Claim Form.
Please note that when you click on Capital Claim Form, the notes page on completing the Capital Claim Form automatically pops up. Once you click the close ‘x’ box in the top right hand corner you will then be able to select your claim form.
Can you clarify what the term 'integrated projects' on the capital claim form means?
Projects that support more than one policy objective, for example enhancement to a school that would support the delivery of extended schools and children's centres services. So, projects that deliver on more than one policy objective.
Can we not amend mistakes once we have saved and submitted the claim form?
Use and completion of the claim form is the required method for local authorities to claim capital funding, as part of the Memorandum of Grant conditions of funding. The submitted claim form provides an accurate record of the local authority's quarter claim, against which payments are processed.
Once the figures for the claim form have been inputted and revised as necessary, and the claim is ready and complete, and ready to be signed by the authorised signatory, then the Submit button should be clicked, and saved by clicking Save.
Submitting the claim will mean that data is saved and locked. Once Submit is clicked, no further changes can be made. The submitted claim, once clicked, must be printed, signed by an authorised signatory, and the hard copy sent to the Early Years, Extended Schools and Special Needs Group.
Only click Submit when the form is complete and has been checked and reviewed as necessary within your local authority. Once submitted, data can not be altered.
Claim forms can be saved and printed as necessary before clicking Submit. When a submitted claim form is printed there will be a line available for the authorised signatory to sign and date. Unless the Submit function has been clicked, then this function will not be available.
I have inputted data onto the claim form and saved this information. However, when I come to print the form for authorised signatory, the line does not appear. Why is this?
In order to submit a Claim Form, you must click the Submit button and Save. This locks the data, and is the information which should be printed, signed off and sent to the Sure Start, Extended Schools and Childcare Group. The line for the authorised signatory will only appear on the printed page once the Form is at Submitted status.
I am unable to print my Quarterly claim form once the status has been changed to Submitted, or can print the form but it does not show the required Authorised Signatory and date information.
This is caused by pop-up blockers and is a local IT issue. To access all pages, reports and printouts relating to the Sure Start application, you must allow pop-ups to appear. This need only be given for the Sure Start application.
If you are using Microsoft Windows XP with Service Pack 2 (SP2), pop-ups are automatically blocked. You will be presented with a yellow information bar directly below the navigation bar at the top of the screen when a pop-up has been blocked. Right click this bar and select ‘Always Allow Pop-ups from this Site’ from the options you are given.
If you still have problems, please contact your local authority IT team or department.
When entering tender costs this freezes the information. If costs come in higher how can they be amended?
Project information is locked for local authorities when the capital project is submitted for RIBA Stage D assessment. Project information is fully locked when an approval decision is made, at Milestone 6 on the submission funding milestones.
If cost changes occur later in the project development, and the total project costs, funding sources or funding requests need to be altered, then the Cost Changes Access Panel can be used to input and submit details. Local authorities need to ensure that sufficient capital funding is available from within the overall GSSG allocation, where further funding requests are being made.
