Child with mirrorIn October 2003, the Sure Start, Extended Schools and Childcare Group commissioned the Institute of Education at Manchester Metropolitan University (MMU) to develop and deliver a national training programme to support the implementation of the Birth to Three Matters Framework.

MMU developed a cascade model where people, identified by their Local Authority, attended a regional training event. Each then returned to their respective local authority and began training the childcare workforce using materials developed by MMU.

A series of "Training of Trainers" workbooks were developed for the regional training event. These provided trainers with the understanding of the Birth to Three Matters Framework. They showed how the Framework can be used in training practitioners working with children aged from birth to three in day care settings.

"Birth to three matters" Workforce materials have also been developed to support training by those trainers who have either:

  • Successfully completed the regional training event to become a Lead Trainer or
  • Undertaken training, usually run in a Local Authority by a Lead Trainer to become an Additional Trainer.

The materials are for use in training any member of the childcare workforce who wishes to further their understanding of the Birth to Three Matters Framework and how it can be used to support effective practice with children. The materials are freestanding and may be used selectively by trainers who know their groups well.

The Training of Trainers workbooks and the Workforce materials are not available in hard copy but can be downloaded from the website and photocopied for training purposes.
